GALVANIZING COUNTRY COMMITMENTS TOWARDS A GLOBAL PARTNERSHIP FOR ACTIONS TO PREVENT AND ELIMINATE NEGLECTED SURGICAL DISEASES BY 2030

A Global Partnership for actions to prevent and eliminate Neglected Surgical Diseases (NSDs) is designed to ensure that countries and communities are at the centre. Bringing together countries, donors, civil society, and implementers, the overall goal of the partnership is to strengthen and sustain political commitment by setting a common agenda among key policymakers, funders, and programme implementers. The partnership focuses on generating commitment, speed, investment, and accountability towards large-scale, high coverage, and good quality interventions to clear the backlog of neglected surgical diseases while eliminating preventable conditions.

The goal is to stimulate a country-led movement to eliminate the Neglected Surgical Diseases of cleft, cataract and trachoma, clubfoot, fistula, hernia and hydrocele, and trauma by 2030.

The focus of the Road Map is on the elimination of NSDs through six key strategies:

This 3-point plan of action on NSD elimination lays out the immediate concrete steps that each country can take to accelerate progress towards the 2030 vision of ending disability from NSDs through prevention and elimination efforts.

1. Ensuring country readiness

  • National surgical capacity study - conduct a strategic assessment of baseline surgical capacity to address the needs, existing UHC policy frameworks, and mapping of NSD stakeholders.

  • Population-based analysis of the surgical burden of disease.

2. Mobilise resources

  • There is need for national governments to commit and make concrete plans for, adequate and sustainable investments in surgical systems infrastructure required for NSD prevention and elimination.

3. National strategy

  • Develop or revise existing national surgical plans and road maps to include NSD elimination by 2030.

  • Make institutional changes to enhance or develop NSD elimination and surgical systems strengthening leadership, oversight, and management.

  • Introduce the necessary legal and policy changes to create an enabling environment for national NSD elimination programmes.

  • Develop national guidance, formulate NSD intervention packages, identify NSD service delivery platforms,
    and update UHC operational plans.
